{"id":36624,"date":"2026-03-16T12:04:35","date_gmt":"2026-03-16T04:04:35","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=36624"},"modified":"2026-03-16T12:04:35","modified_gmt":"2026-03-16T04:04:35","slug":"will-the-upcoming-hdb-super-high-rise-in-pearls-hill-outshine-pinnacleduxton","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=36624","title":{"rendered":"Will the upcoming HDB super high-rise in Pearl\u2019s Hill outshine Pinnacle@Duxton?"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE &#8211;<!-- --> In central Singapore, <a href=\"https:\/\/www.straitstimes.com\/singapore\/design-duo-behind-hdb-s-gamechanging-pinnacleduxton?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">the Pinnacle@Duxton<\/span><\/a> stands out in three ways: it is the only Housing Board project in the city centre under 20 years old, it is the tallest by far at 50 storeys, and boasts an architectural feat \u2013 its seven towers are connected by two of the world\u2019s longest skybridges. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">For these reasons, among others, this one-of-a-kind landmark next to the Central Business District has enjoyed robust resale price growth in the past decade \u2013 clocking the most million-dollar flat sales for a single public housing project between 2015 and 2025.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">But will this still be the case when the central area gets <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/60-storey-bto-project-to-be-built-in-pearls-hill-hdb-to-construct-taller-flats-where-possible?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">a new HDB super high-rise in Pearl\u2019s Hill<\/span><\/a> \u2013 at over 60 storeys high and just a stone\u2019s throw away? <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The Pearl\u2019s Hill project, announced on March 4, will be the first public housing development on the hill in Outram Park in more than four decades. It will house about\u00a01,700 two-room flexi, three- and four-room flats and 140 public rental units.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Resale price growth at Pinnacle@Duxton is unlikely to slow significantly in the short to medium term, said Mr Eugene\u00a0Lim, key executive officer of\u00a0ERA\u00a0Singapore. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">This is because the Pearl\u2019s Hill flats, expected to be classified as Prime, will enter the resale market only after 2040, or at least 15 years after their sale launch. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Another Build-To-Order (BTO) project under construction in the central area \u2013 <a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/hdb-launches-over-4501-bto-flats-first-prime-location-project-in-rochor-comes-with?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">River Peaks I and II in Rochor<\/span><\/a>, which comprise 960 units \u2013 is expected to be completed in mid-2028. Classified as Prime flats, they will likely enter the resale market in 2038. <\/p>\n<figure class=\"default inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cSo, the supply of newer resale flats in the city centre could remain limited for at least the next decade,\u201d Mr Lim said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Another factor that could keep buyers and sellers from being overly exuberant about Pearl\u2019s Hill resale flats<!-- --> is<!-- --> the resale restrictions that will apply, analysts say.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">If the Pearl\u2019s Hill project is classified as Prime, it will come with tighter sale conditions, including a 10-year minimum occupation period (MOP) and \u2013 in the light of its location premium in the city centre \u2013 significantly higher subsidy clawback rates because the Government may have to provide substantially higher subsidies to keep flat prices affordable. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In addition, resale buyers of Prime flats will be limited to households that meet the HDB income ceiling \u2013 currently <a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/14000-income-ceiling-for-families-and-singles-to-buy-plus-flats-on-resale-market-desmond-lee?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">$14,000 a month for couples and families<\/span><\/a> \u2013 as part of restrictions to keep homes affordable and ensure fairness.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Another consideration is the fact that Pinnacle@Duxton, now 16 years old, will be more than 30 years old by the time Pearl\u2019s Hill hits the resale market, and may be ripe for the Home Improvement Programme, which typically takes place about 30 years after flats are built and help preserve\u00a0housing values.<\/p>\n<figure class=\"landscape inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/0cd84d0b5314c0e12f2795b881b326a557a4f0591b4ae669f181aab09cae906e?w=480\"\/><source media=\"(min-width: TEO<\/p>\n<\/figcaption><\/figure>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Will the 1,848-unit project be able to bank on its advantages over the Pearl\u2019s Hill development \u2013 such as a shorter MOP of five years and no subsidy clawback \u2013 to boost its resale value? <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">A five-room flat sold for a record $1.6 million in August 2025, while a four-room flat moved at $1.518 million in March 2025. These were among 367 million-dollar flat transactions at the Pinnacle@Duxton between 2015 and 2025, with the average prices of its four-room and five-room flats growing by about 4.7 per cent annually, according to ERA Singapore.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Professor\u00a0Sing\u00a0Tien\u00a0Foo, provost\u2019s chair professor of real estate at NUS Business School, believes both projects will attract buyers to the downtown area, and reinforce each other in price growth.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe two projects are not perfectly substitutable in terms of their age, location, flat mix and types, and thus interest in Pearl\u2019s Hill flats could generate positive spillover to resale prices at Pinnacle@Duxton,\u201d he said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Christine\u00a0Sun, chief researcher and strategist at Realion (OrangeTee &amp; ETC) Group,\u00a0believes that the timing of the Pearl\u2019s Hill\u2019s launch could affect resale flat price growth at Pinnacle@Duxton.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">If Pearl\u2019s Hill is launched in the next two years, buyers seeking new Central area flats may decide to hold out instead of buying at Pinnacle@Duxton.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe drop in demand may cause prices at Pinnacle@Duxton to stagnate or grow at a slower pace,\u201d Ms Sun said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">But if the launch were to take place four to five years later, buyers who do not want to wait that long for a newer city centre flat will likely move ahead with buying at Pinnacle@Duxton, which could continue to fuel resale price growth there, she added. <\/p>\n<figure class=\"portrait inline-media-wrapper\" style=\"--aspect-article-portrait:750 \/ 983\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/10d9bb18109576d16b5665e6989977acb75d7fc97a2ae9243cea5635f256e97f?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/10d9bb18109576d16b5665e6989977acb75d7fc97a2ae9243cea5635f256e97f?w=720\"\/><source media=\"(min-width: 721px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/10d9bb18109576d16b5665e6989977acb75d7fc97a2ae9243cea5635f256e97f?w=750\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/10d9bb18109576d16b5665e6989977acb75d7fc97a2ae9243cea5635f256e97f\" alt=\"Map of BTO project in Pearl\u2019s Hill.\" class=\"aspect-portrait flex items-start shrink-0 portrait article-portrait object-contain mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div>\n<\/figure>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Sun also noted that gains may be capped by the fact that Pinnacle@Duxton flats are getting older and new BTOs are continually being launched in many choice locations, including the city fringe and near MRT stations. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cBuyers may get these new flats instead, even if these are not in the downtown core,\u201d she said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Regardless of what the market dynamics are when the Pearl\u2019s Hill flats hit the resale market, the fact remains that these two iconic public housing projects each have attributes that should enable them to hold their value over time. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Even at over 30 years of age, Pinnacle@Duxton\u2019s iconic flats will still be relatively young and come with fewer sale curtailments compared with Pearl\u2019s Hill. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">If history is any indication, older flats in prime or mature locations in Singapore often hold their value, and, in some cases, even continue to appreciate despite their ageing leases.<\/p>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.straitstimes.com\/business\/economy\/will-the-upcoming-hdb-super-high-rise-at-pearls-hill-outshine-pinnacleduxton\" target=\"_blank\" rel=\"noopener\">Read Full Article At Source <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>SINGAPORE &#8211;
