{"id":31171,"date":"2026-02-24T07:50:36","date_gmt":"2026-02-23T23:50:36","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=31171"},"modified":"2026-02-24T07:50:36","modified_gmt":"2026-02-23T23:50:36","slug":"spore-retains-lowest-tariff-edge-in-asia-even-as-us-court-ruling-narrows-the-gap","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=31171","title":{"rendered":"S\u2019pore retains lowest-tariff edge in Asia even as US court ruling narrows the gap"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013<!-- --> Most Asian economies stand to gain at least temporary relief after <a href=\"https:\/\/www.straitstimes.com\/world\/united-states\/us-supreme-court-strikes-down-trumps-tariffs?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">a court ruling<\/p>\n<p><\/a> axed a major chunk of US President Donald Trump\u2019s tariff regime. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">But the US administration\u2019s quick move to <a href=\"https:\/\/www.straitstimes.com\/world\/united-states\/trump-says-he-will-raise-us-global-tariff-rate-from-10-to-15?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">impose a new global tariff rate of 15 per cent<\/p>\n<p><\/a> after the US Supreme Court ruling means that Singapore goods will now face higher tariffs. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">However, Singapore goods imported by the US remain the lowest-tariffed in the region in terms of trade-weighted tariff rate, which measures the average tariff a country imposes on its imports, weighted by the value of those imports. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Chetan Ahya, chief Asia economist at Morgan Stanley, said that at 15 per cent, the weighted average tariff rate on US imports from Asia will fall to 17 per cent, from 20 per cent. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Tariffs on China \u2013 the world\u2019s biggest exporter and the region\u2019s largest economy \u2013 will decline to 24 per cent from 32 per cent. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Within the rest of Asia, tariff reductions range from unchanged to a drop of <!-- -->1 per cent to 3 per cent<!-- --> in trade-weighted rates. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cBy contrast, Singapore and Australia would face modest tariff increases of 2 per cent to 4 per cent, respectively, as they were previously subject to the 10 per cent baseline reciprocal tariff rate,\u201d he said. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Among Singapore\u2019s immediate neighbours, Indonesia will see the biggest decline, followed by Vietnam, Thailand, the Philippines and Malaysia. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">While the gap has narrowed, Singapore still enjoys a trade-weighted tariff of 6 per cent, lower than Indonesia\u2019s 19 per cent, Vietnam\u2019s 15 per cent and Malaysia\u2019s 10 per cent. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Most analysts also believe that any tariff relief is most likely to be fleeting. And any\u00a0uptick in the regional trade cycle, due to lower rates as long as they last, would by extension support trade-oriented economies like Singapore. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Tariff exemptions for semiconductors and pharmaceuticals \u2013 two major Singapore exports \u2013 also mean that the Republic\u2019s ability to attract\u00a0investments in cutting-edge sectors, including artificial intelligence, remains undiminished. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Chua Hak Bin, regional co-head of macro research at Maybank, said <a href=\"https:\/\/www.straitstimes.com\/singapore\/budget-2026-govt-expects-to-end-fy2025-with-a-surplus-of-15-1b-more-than-double-estimated?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Singapore\u2019s $8.5 billion fiscal surplus<\/p>\n<p><\/a>, projected in <a href=\"https:\/\/www.straitstimes.com\/singapore\/budget-2026-lays-groundwork-to-refresh-singapores-strategies-for-a-more-uncertain-world-pm-wong?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Budget 2026<\/p>\n<p><\/a>, may be helpful if needed. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe Government\u2019s large fiscal surplus position leaves ample dry powder to draw upon in the event of any negative impact from Trump\u2019s tariff threats or in the event of any unexpected shock or downturn,\u201d he said. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">However, what is likely to hurt every economy, including Singapore\u2019s, will be the uncertainty around how the US would resurrect the tariff regime back to where it was before the court decided that the International Emergency Economic Powers Act (IEEPA) does not grant Mr Trump the authority to impose tariffs without congressional approval. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">While not all tariffs fall under IEEPA, analysts believe most of them do \u2013 including the 10 per cent baseline tariff Singapore was subject to. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In an immediate response, the White House issued a new executive order using Section 122 of the Trade Act to impose the global 10 per cent tariffs from Feb 24. Mr Trump on Feb 21 announced in a Truth Social post that the tariff rate would be raised to 15 per cent. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The statute, which has never been used before, allows for temporary tariffs for only 150 days and requires Congress to extend it thereafter. It is unclear if the White House can extend Section 122 for another 150 days on its own with a new executive order. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The US trade and commerce officials have indicated that the lost IEEPA tariffs can be replaced by using Section 232 of the Trade Expansion Act, <!-- -->which<!-- --> concerns national security threats, and Section 301 of the Trade Act for unfair trade practices \u2013 both already cover some products imported by the US. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">However, analysts believe that after the Supreme Court\u2019s decision \u2013 which categorically puts tariffs as the preserve of the legislative branch \u2013 the Trump administration will struggle to justify more durable legal authority to reimpose the duties. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Dr Deborah Elms, head of trade policy at Singapore-based think-tank Hinrich Foundation, believes that as Mr Trump remains committed to the invocation of some variation of national emergency to entrench a wide-ranging tariff wall, the trade chaos will continue. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe global trade community had been hoping for greater clarity in the wake of a Supreme Court ruling.
