{"id":27933,"date":"2026-01-12T17:40:36","date_gmt":"2026-01-12T09:40:36","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=27933"},"modified":"2026-01-12T17:40:36","modified_gmt":"2026-01-12T09:40:36","slug":"residents-nature-advocates-seek-study-amid-bus-depot-works-at-serangoon-river-forest","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=27933","title":{"rendered":"Residents, nature advocates seek study amid bus depot works at Serangoon River forest"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE &#8211; For years, the eastern bank of the Serangoon River has been a rare, green refuge for Singapore\u2019s north-eastern towns, as large tracts of woodland reclaimed abandoned villages and a landfill.  <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">So several residents in the area were taken aback in late 2025 when construction vehicles rolled in to start work on the <a href=\"https:\/\/www.straitstimes.com\/singapore\/transport\/new-bus-depot-to-be-built-in-yishun-by-2029?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Lorong Halus Bus Depot<\/p>\n<p><\/a>, which is sited within the southernmost tract of vegetation.  <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Now, a coalition of residents and some nature advocates are calling for the works to pause until the vegetated site\u2019s ecological value is properly studied. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Nature Society Singapore (NSS) estimates the plot to span about 105ha \u2013 slightly bigger than Coney Island Park. On Dec 23, NSS conducted its own rapid survey of the plot and logged 138 species of common and exotic plants, which included noteworthy species such as native fig trees and fishtail palms that are prolific food producers for fauna.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Past NSS surveys of the area along Serangoon River, also known as Sungei Serangoon, had shown the presence of 92 species of birds, of which 25 were of concern for conservation. The grey-headed fish eagle and rufous woodpecker are among 10 of these species that are known to rely on forests. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The authorities have previously said that the area for the bus depot did not warrant a study, as the brownfield site primarily contained non-native vegetation and was not near any sensitive nature areas.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Brownfield sites generally refer to land that has once been developed or are vacant parcels amid existing developments, according to a previous reply by the ministry. In comparison, greenfield sites refer to undeveloped land.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The Government typically requires environmental studies for proposed projects that are near sensitive areas like nature reserves, areas with significant biodiversity, or works that could affect other countries and regions.<\/p>\n<p>Singapore does not mandate such studies for all developments, and unlike most jurisdictions,<a href=\"https:\/\/www.straitstimes.com\/singapore\/environment\/authorities-say-access-to-intertidal-areas-off-changi-unaffected-by-reclamation-in-response-to?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\"> lacks a law for environmental impact assessments.<\/p>\n<p><\/a><\/p>\n<p>For Singapore\u2019s planners, the forested land and its wildlife were always meant to be momentary, with the area earmarked for future industrial use since the 2003 Master Plan.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The bus depot was proposed to be incorporated into the master plan in September 2023, and approved in November that year. The Land Transport Authority called a tender to build the depot in December 2023.<\/p>\n<p>When completed, the four-storey facility built by developer Koh Brothers Eco Engineering is expected to house at least 550 buses.<\/p>\n<figure class=\"default inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2af8f0d0aa7b86ba673a0cd90e6b279fd0c2e28e981ad3654e78defd4cec6035?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2af8f0d0aa7b86ba673a0cd90e6b279fd0c2e28e981ad3654e78defd4cec6035?w=720\"\/><source media=\"(min-width: 721px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2af8f0d0aa7b86ba673a0cd90e6b279fd0c2e28e981ad3654e78defd4cec6035?w=900\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2af8f0d0aa7b86ba673a0cd90e6b279fd0c2e28e981ad3654e78defd4cec6035\" alt=\"\" class=\"aspect-default flex items-start shrink-0 object-cover default article-default mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div><figcaption class=\"mobile:mx-16 tablet:mx-00 flex flex-col gap-08 py-16 desktop:pb-24\">\n<p class=\"font-eyebrow-baseline-regular text-secondary\" data-testid=\"inline-media-caption-test-id\">Hougang resident Tan Choon Ming is campaigning to save the vegetation, which is informally dubbed Serangoon River forest.<\/p>\n<p class=\"font-eyebrow-baseline-regular text-placeholder\" data-testid=\"inline-media-credit-test-id\">ST PHOTO: JASON QUAH<\/p>\n<\/figcaption><\/figure>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Since September, Hougang resident Tan Choon Ming has canvassed HDB blocks in the area with fliers detailing the forest\u2019s value, urging fellow residents to ask the authorities to revisit the usage of the woodland.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He hopes to preserve not just the bus depot site, but also all the tracts of green \u2013 informally dubbed Serangoon River forest \u2013 that extend from Tampines Road to Serangoon East Dam.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIf you look at the satellite imagery, the development will remove one of the last forests in the east of Singapore,\u201d said Mr Tan, a 49-year-old trainer of persons with disabilities whose flat is within a seven-minute walk of the forest.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWhile the villagers who vacated the kampungs (Malay for village) of the site could move to new towns, the animals inside the forest have nowhere to go.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He questioned the decision to build the depot without an environmental study.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Speaking on behalf of NSS, spokesman Tony O\u2019Dempsey noted that while the society appreciates the need to develop the area, \u201csignificant habitat\u201d had re-established on the bus depot site after the land was left vacant for over a decade. It has more than 1,100 signees so far.<\/p>\n<p>Homemaker Winnie Wong, whose 14th-floor flat overlooks the construction, learnt about the depot when she saw trees being felled in September.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe temperature will definitely go up in the absence of the forest,\u201d she said. \u201cThe noise and light pollution will also be significant for residents living next to the bus depot.\u201d<\/p>\n<p>The 56-year-old recounted seeing flocks of birds, including parakeets, flying to and from the forest. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Resident Larry Tan, 50, said many believed the land would remain untouched until the <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ndr-2022-150000-homes-can-be-built-in-future-town-at-paya-lebar-air-base-says-pm-lee?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Paya Lebar Air Base re-location<\/p>\n<p><\/a> in the 2030s.
