even on Sundays"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">A Tai Keng Gardens resident is fed up with the noise from a construction site behind his terrace house seven days a week.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">The construction is for Tanjong Tree Residence, a BTO project in Hougang.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Stomper <span><b>Peter <\/b><\/span>shared his experience after reading an earlier Stomp article about a <span><a class=\"text-primary-500 hover:underline\" rel=\"noreferrer noopener\" href=\"https:\/\/www.stomp.sg\/singapore-seen\/nea-takes-action-against-contractor-exceeding-construction-noise-limits-after-pasir?ref=tag-listing\" target=\"_blank\" data-discover=\"true\">Pasir Ris resident who was kept awake till 1am<\/a><\/span> by construction noise.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Peter said: &#8220;I am facing a similar issue with the Tanjong Tree Residence construction project, which is in extreme close proximity and directly behind our houses.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">&#8220;For many years, we have had to bear with the ongoing construction noise from Monday to Saturday, and yet we are still not spared the disturbance on Sunday.&#8221;<\/p>\n<p><iframe class=\"video-container my-lg w-[620px] h-[349px]\" src=\"https:\/\/players.brightcove.net\/4802324446001\/default_default\/index.html?videoId=6385786132112\" title=\"#NoTapis\" allowfullscreen=\"\"><\/iframe><\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">The Stomper shared a video of the noise on Nov 2 at around 9am.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">&#8220;We try to sleep a little longer on Sundays, but are awakened by the loud and sharp beeping noise emitted from the construction site,&#8221; he lamented.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">&#8220;Besides the beeping noise, there are also loud banging noises and loud music playing.&#8221;<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Peter reported the matter to the authorities with his video, but was &#8220;disappointed&#8221; There is also a no-work rule on Sundays. Why is there a double standard? Do rules not apply to government projects?&#8221;<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">According to the <span><a class=\"text-primary-500 hover:underline\" rel=\"noreferrer noopener\" href=\"https:\/\/www.nea.gov.sg\/our-services\/pollution-control\/noise-pollution\/construction-noise-control\/work-on-sundays-and-ph\" target=\"_blank\">National Environment Agency (NEA)<\/a><\/span>, the no-work rule applies on Sundays and public holidays, specifically:<\/p>\n<ul class=\"font-secondary list-outside list-disc pl-lg pt-md text-grayscale-800 lg:pl-xl\">\n<li>10pm on Saturday till 7am on the following Monday; and<\/li>\n<li>10pm on the eve of public holiday till 7am on the day following the public holiday.<\/li>\n<\/ul>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Exceptions are when contractors have been issued with a permit, such as in the cases of &#8220;work of public interest and of safety-critical nature&#8221;.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">&#8220;These projects are granted conditional exemptions from NEA&#8217;s &#8216;no-work&#8217; rule,&#8221; the agency stated on its website.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">&#8220;Nevertheless, such projects are required to implement all practicable noise mitigation measures to reduce any potential noise disturbances to the nearby residents and ensure close monitoring of the noise levels generated from the work activities.&#8221;<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Stomp understands that BTO projects, such as Tanjong Tree Residence, fall under work of public interest.
