{"id":13441,"date":"2025-11-21T19:26:33","date_gmt":"2025-11-21T11:26:33","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=13441"},"modified":"2025-11-21T19:26:33","modified_gmt":"2025-11-21T11:26:33","slug":"construction-firm-3-men-charged-over-alleged-lapses-linked-to-2022-farrer-road-sinkhole","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=13441","title":{"rendered":"Construction firm, 3 men charged over alleged lapses linked to 2022 Farrer Road sinkhole"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->A construction company and three men were handed <!-- -->11 charges<!-- --> in total on Nov 21 over alleged lapses linked to a <a href=\"https:\/\/www.straitstimes.com\/singapore\/transport\/farrer-road-sinkhole-tunnelling-machine-under-maintenance-when-ground-destabilised?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">sinkhole that resulted after a part of Farrer Road collapsed in November 2022 during tunnelling works<\/p>\n<p><\/a>. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">No one was injured, but the road was closed to traffic for about a week.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Investigations by the Building and Construction Authority subsequently revealed that a\u00a0tunnel <!-- -->boring machine <!-- -->was undergoing maintenance\u00a0in the area when the ground in front of it destabilised. This in turn caused a sinkhole to form on a slip\u00a0road\u00a0leading from Holland\u00a0Road\u00a0to\u00a0Farrer\u00a0Road on Nov 15<!-- -->, 2022<!-- -->.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The machine was excavating a tunnel for national water agency\u00a0<a href=\"https:\/\/www.straitstimes.com\/life\/home-design\/singapore-underground-deep-tunnel-sewerage-system-a-key-part-of-nations-water-future?ref=inline-article&amp;ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">PUB\u2019s Deep Tunnel Sewerage System Phase 2<\/p>\n<p><\/a> in the vicinity.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The project was undertaken by Japanese firm Nishimatsu Construction, which was handed six charges under the Building Control Act on Nov 21, 2025.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">One of the men, <!-- -->Kho Chza Main,<!-- --> 55, was handed two charges under the Act and one charge under the Building Control Regulations.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The second man, Kam Mun Wai, 58, was handed one charge under the Building Control Regulations, while the third man, Ko Luan Bock, 67, was handed a charge under the Act. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The company and the trio are accused of committing the offences in or around November 2022.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Nishimatsu is <!-- -->accused of failing to continuously monitor and review the key tunnelling operational parameters.<!-- --> <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Court documents stated that it had appointed Kho as the qualified person to supervise geotechnical aspects of works involving the project. He is accused of offences including failing to properly assess the ground condition at the project site.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Nishimatsu had appointed Kam as the qualified person to prepare the plans involving geotechnical aspects relating to the project.
